Framework For Action
To achieve its mission and objectives, the Partnership's members will work to:
  • Establish a network of regional institutes and experts on international ICT policy and regulation to improve technical and policy capacity as well as regional collaboration.
  • Develop model policymaking processes that can illustrate and reinforce the nature of successful participation by developing nation stakeholders in international ICT policy forums.
  • Develop tools to enable greater policy participation, such as travel fellowships and a code of practice for these and similar type of programs.
  • Develop an authoritative website and other resources to provide developing nations with accurate and accessible information on international ICT policy issues and developments.
  • Establish a fund to support small-scale research studies, including country-focused case studies, on relevant issues.
  • Stimulate public awareness and debate on (international) ICT policy issues.
  • Promote and secure the commitment on the part policymaking institutions and forums to equal partipation by developing nations.
These recommendations underpinning the Partnership's efforts are drawn from the work of The Dot Force Implementation Team on Global Policy Participation.

The Implementation Team has undertaken extensive deliberation and consultation on the issue of enhancing effective participation in ICT policy making, resulting in two important documents: a Study on Strengthening Participation by Developing Countries in International ICT Decision-Making , and a subsequent Roadmap towards Enabling Meaningful Participation by Developing Country Stakeholders in Global ICT Policy.

Together, this work identifies the key bodies and issues currently driving global ICT policy, details the current barriers increasingly faced by developing nation stakeholders, and outlines priorities for action to enhance developing country participation.
