"The Common Framework has served as a trusted resource providing vital information to help advance the use of HIT in Minnesota, specifically as it pertains to our privacy and security project, our personal health records work, and our strategic planning and standards initiatives. The Markle materials are referenced in many of our documents.
As one of the states participating in the Health Information Security and Privacy Collaboration (HISPC), Minnesota relied on the Common Framework resources to outline the principles for authorizing and authenticating individuals, setting access controls, and auditing in a health information exchange. On a national level, the Common Framework was an important resource for us in framing the privacy and security solutions for interoperable health information exchange. This work then influenced important legislative changes to our privacy laws in 2007.
The model contract was also a practical tool used by a number of regional areas implementing exchange from the community up. It saved them an enormous amount of time and effort getting started since they did not have to start from scratch. The value of having these materials available, developed by a respected group of thought leaders, is reassuring to people involved in building these exchanges, and cannot be underestimated."
