"The health information exchange in Washington that is being built is based on a consumer-centric health record banking (HRB) model. The Connecting for Health paper, A Common Framework for Networked Personal Health Information, gave me industry concepts and language to explain our model to my committee and Board -- that we are building a networked PHR which is neither a tethered PHR nor a standard PHR.

I had many local discussions on how a health record bank would serve as what Markle calls a 'Consumer Access Service.' The paper also described the two basic functions of Consumer Access Services that will be essential pieces of our pilot HRBs -- to aggregate data and to provide identity authentication for consumers, allowing them to enter the electronic space now populated by community data exchanges and their component provider organizations."
