The American Recovery and Reinvestment Act of 2009 (ARRA) includes investments to foster rapid adoption of health information technology. By requiring "meaningful use" of health IT, Congress intended that Recovery Act subsidies cover more than the mere purchase of technology. Technology must be a tool to achieve health improvement and cost-effectiveness. Incentives can help physicians and hospitals prepare for recently enacted health care reforms.
