Web White & Blue 2000
Planning and Development
Date Initiated: November 1999

In 1998, the WWB public service campaign gave the Web-using public easy access to election information on the Internet. Created in partnership with Harvard's John F. Kennedy School of Government, America Online and others, it consisted of a central WWB site that carried links to sites providing non-partisan information on issues, candidates and platforms. Over 1300 commercial, nonprofit and government Internet entities provided a link to the WWB site, which was accessed by over half a million people.

The Markle Foundation joined this initiative in 1999 and focused specificially on readying and planning the Web White & Blue (WWB) activities for the 2000 election year. The aim of this project was to build on the 1998 success of Web White & Blue to support and improve individuals' election experience and to demonstrate ways in which multiple sectors can create important Internet services for the public during elections. Markle and America Online partnered again to help citizens find election information through Web White and Blue 2000.

The Web White and Blue Network 2000: Evaluation
Arthur Lupia, professor of political science, University of Michigan
Web White and Blue 2000, a Markle initiative organized around the 2000 national elections brought together leading media outlets to help voters, journalists and others use the Internet to learn more about candidates, campaigns and Presidential debates. This project, which reached more than 85% of the American Internet audience, brought together 17 of the largest Internet sites, news organizations, and portals, as well as thousands of non-profit sites. After the elections, Markle commissioned a study to examine site usage and its effects on the electorate. The results support the belief that, while it is too early to tell exactly what impact the Internet will have on democracy, it is already playing critical role in enhancing individuals' relationships to the political process.
