Markle’s current workforce initiatives—Rework America and Skillful—build on Markle’s previous success in creating the policy and technology architecture that has enabled improvements in healthcare, national security, and access to the Internet.

    The Rework America and Skillful initiatives aim to enable all workers, especially the almost 70% of U.S. workers adults without a four-year college degree, to have the opportunity to succeed in our increasingly digital labor market. We aspire to make change at the national scale, to accelerate the efforts of others, and to have impact beyond the reach of organizations working alone or in silos. We aim to overhaul how employers hire and train, to reshape how people view their career possibilities, and to unlock career opportunities for millions of people who may otherwise be unable to access the futures they deserve.

    Most recently, the Rework America Alliance was launched to help millions of workers move into good jobs in the digital economy by accelerating the development of a new system of worker training aligned to in-demand jobs. Formed in the wake of the pandemic, this nationwide collaboration aims to enable unemployed and low wage workers to emerge from this crisis stronger.

    The Rework America Business Network, launched in 2018 with 11 founding large U.S. member companies which collectively employ approximately 2.2 million Americans. These companies seek to deepen their talent pools of qualified candidates and expand opportunities for people of diverse backgrounds by recruiting and hiring with a focus on individuals’ skills. Member companies also seek to explore how companies can better utilize a skills-based approach when it comes to learning and development.

    The Skillful Initiative is developing skills-based training and employment practices in collaboration with state governments, local employers, educators and workforce development organizations. Skillful and its partners are working to create a labor market in which skills are valued, and people can more easily access the information and education they need to keep pace with technology’s impact on work. Skillful currently operates in two states, Skillful Colorado and Skillful Indiana, bringing investment, training, tools and innovative methods to augment local workforce development efforts. It formed and facilitates the Skillful State Network, a collaboration of more than half of the Nation’s governors to accelerate the development and deployment of effective skills-based practices to transform their labor markets.

    Job Summaries and Responsibilities: 

    The Manager National Alliance Delivery will assist with strategy development and the day-to-day execution of the Alliance Delivery activities within the Delivery workstream. This workstream is focused on providing products and services to organizations that serve jobseekers. Partners in the Delivery Workstream include National Urban League, UnidosUS and Goodwill Industries.

    Partnership Cultivation and Management
    • Help shape the delivery strategy by identifying needs and ways to be effective in the communities we are trying to serve.
    • Identify and steward partnerships in support of the Alliance and Skillful mission, recognizing synergies between organizations and strategically cultivating relationships that support the Alliance, especially those in the workforce space.
    • Maintain relationships with senior leadership across a broad range of organizations, including employers, educators, coaching institutions, and government.
    • Represent the Alliance in defined venues by attending meetings, presenting papers or reports, and speaking for and representing the organization.
    • Serve as a back up to the Executive Director Skillful Indiana and National Alliance Delivery.
    Strategic Project Management
    • Formulate and implement plans to achieve the major objectives of the Initiative based on consideration of available resources and an assessment of the internal and external environments in which the Initiatives operate.
    • Support strategy development and scalability for Alliance workstreams, in concert with Executive Director Alliance National Delivery and Skillful IN and the larger team.
    • Develop approach for Impact evaluation to ensure that the programs are working and understanding how we would work with experts to measure impact.
    • Lead the management and tracking of work plans in terms of timelines, milestones, interdependencies, and other elements.
    • Hold team members and partners accountable for the quality and timeliness of deliverables.
    • Flag critical issues for all Alliance leads and facilitate problem solving and troubleshooting.
    Communications
    • Prepare drafts and execution documents for external use (for example, for partners and key meetings) and for internal use (by Markle leadership and for the Board of Directors).
    • Facilitate key partner meetings to solicit input and feedback, determine commonalities and reach consensus on path forward. Lead internal and external problem-solving sessions.
    • Establish regular touch bases with Alliance team members and broader Skillful/Markle team as needed.
    Other Duties
    • As is true of all Markle and Skillful, all team members execute a diverse portfolio of projects across Skillful and Alliance and contribute to the learning culture through execution of pilots, supporting multiple initiatives and collaborating across teams and partner organizations.
    Required Skills and Competencies: 
    Degree and Credential Requirements: NONE! We value candidates who can demonstrate capability and articulate how prior experiences will help them to contribute.
    Understanding of workforce and policy landscape: Experience in the career services sector, public sector space (e.g., workforce development), human resources, and/or education.
    Understanding of the impact of systemic racism in communities of color and experience working with impacted communities. Experience in applying racial equity frameworks to design programs and/or experience in projects that are driven by voices of those from impacted communities. Ability to form and sustain relationships with diverse organizations including civil rights organizations and community-based organizations focused on communities of color.
    Project management experience: Demonstrated track record of managing and delivering against complex scopes and under tight timelines. Possesses strong organization skills, with ability to multitask and manage several work streams, partners / vendors, and projects at any one time
    Complex problem solving: Possesses excellent conceptual and analytical problem-solving skills, with experience in tackling a range of strategic and operational issues. Able to bring a balance of creativity and practical business judgment to issues.
    Inclusive Leadership: Models inclusive leadership, working effectively with diverse staff, and building and stewarding an organizational culture that embraces diversity, equity, and inclusion.
    Excellent interpersonal skills: Emanates a collaborative demeanor to build rapport and establish credibility with partners. Applies critical interpersonal and judgment skills to affect outcomes.
